James W. Miller

Mr. Miller is the founder of SYNECTICS, Ltd. He is a systems integration professional with over 25 years experience in telecommunications and computer integration industry. Recognized for leadership in development and dissemination of leading edge technology to useful client solutions. Extensive experience in large project engineering and management, including data, voice and image communications networks, operational support systems, regulatory affairs and marketing and management strategies. History of developing and implementing communications strategies for major US and international clients as well as providing training, marketing, management and maintenance plans to support these strategies. He has presented at several national and international conferences and is a multimedia and emerging technology instructor.

Founder of company offering business development, project management, design and development, and technical and management consulting services for the telecommunications and high-tech industries. Specializes in voice, data, multimedia and image system integration using digital network technology to establish distance delivery and enterprise networks for local, wide area, and global applications. Recruited by Director of Marketing to develop first strategic plan for $2B account (AT&T) and establish advisory group to recommend action growing from customer, regulatory, and corporate activity. Managed ad hoc review of $2.5B billing system with matrix team of 100 professionals.

Product Manager and Strategic Analyst - Carrier Switched Access Services

Responsible for first implementation of state and interstate switched access services as post-divestiture product. Led expert staff of 12 for product and tariff management.

· President and CEO - Computer Transactions Ltd., CTL International, Seattle, WA. 1981-1984

Founded and operated computer resale, training, and consulting company to provide alternative parts and services for IBM and DEC equipment and systems sold to U.S., Canadian, and Australian clients.

Engineering Manager and Senior Engineer, Maintenance Engineering

Responsible for design and installation, technical and engineering support for over 350 operations support systems and switches as telephone network transitioned from analog/electro-mechanical to electronic/digital systems. Formed and managed technical support group of over 100 to provide premier, cost-effective service while reducing engineering staff from 32 to 8. Designed and developed first computerized Directory Assistance System, DAS/C.

Michael J. Rumberger

Mr. Rumberger is a co-founder of SYNECTICS, Ltd. with over 18 years management and technical experience in the telecommunications industry, plus 5 years in aerospace. His experience includes identifying and developing new business opportunities, managing the development and marketing of various products and services, developing and implementing market and business strategies, identifying and analyzing competitive environments and market opportunities, managing technical and support personnel and staff, and coordinating and managing inter-organization teams. Both clients and work associates recognize Mr. Rumberger as a dynamic and energetic leader who can readily assess and comprehend technical issues, and yet effectively manage and coordinate personnel in the accomplishment of a variety of projects and tasks.

Established SYNECTICS as a company providing business development, project management, design and development, and technical and management consulting services for the telecommunications and high-tech industries. · GTE Network Management Organization; Bothell, WA 1994-1997

Business Development Manager

Established and managed relationships with major systems integrators and other prospects as new Value Added Resellers (VARs) who would represent and resell GTE NMO’s products to their customer base. Identified opportunities worth over $20 million.

Proposal Manager

Managed entire scope of proposal development process at GTE NMO including development of proposal strategy, identification and resolution of response issues, assignment and coordination of response elements, management reviews, and development of pricing scenarios for each opportunity.

Product Manager

Performed Product Management and related functions for GTE’s network management products including development of detailed functional specifications, product plans and a competitive tracking and analysis system. The results of this effort provided the basis for GTE NMO’s WorldWin product family.

· US WEST; Seattle WA 1979-1990

Manager- Demand Analysis: Directed the activities of (up to) 10 professional analysts, plus support personnel, in a research and analysis organization which supported product managers and other clients with studies assessing the markets and demand for US WEST's products and services.

Product Manager - Switched Services: Managed switched voice services for US WEST in Washington, Oregon and Idaho, accounting for over $300M in revenue. Implemented numerous product/service changes based on customer needs and feedback and coordinated advertising and promotional campaigns.

· Test Engineer and Cost Engineer - The Boeing Co. ; Seattle, WA. 1974-1979

Responsibilities included Minuteman Missile software testing, simulation and evaluation; analyses of alternative commercial airplane market environment scenarios; and developing cost studies for the military airplane program.
